Minister Prof. Mkenda Inaugurates New TCU Board, Calls for Strengthened Oversight and Academic Excellence

The Minister of Education, Science and Technology, Hon. Prof. Adolf Mkenda (MP), has officially inaugurated the new Board of the Tanzania Commission for Universities (TCU), calling upon Commissioners to uphold integrity, strengthen governance systems, and safeguard the quality of university education in Tanzania.

The inauguration ceremony, held on 6 March 2026 at the APC Hotel and Conference Centre in Dar es Salaam, marked the commencement of the Board’s new term of office. The Board is chaired by Prof. Makenya Maboko, a seasoned leader in higher education governance.

In his keynote address, Prof. Mkenda underscored the strategic role of TCU in regulating, coordinating and overseeing university education in line with national development priorities. He emphasised that university institutions must operate within robust governance frameworks, supported by effective quality assurance mechanisms, to ensure the credibility of qualifications awarded in Tanzania.

“The Commission carries the profound responsibility of safeguarding standards and public trust in our universities,” he stated. “As Commissioners, you are entrusted with ensuring that regulatory decisions are guided by integrity and a firm commitment to excellence.”

The Minister further urged the Commission to align its oversight functions with Tanzania’s broader development agenda, including the drive towards industrialisation, innovation and knowledge-based economic transformation.

Speaking on behalf of the Commission, Prof. Maboko expressed gratitude to the Government for the confidence placed in the Commission. He reaffirmed TCU’s central role in safeguarding academic standards, enhancing governance, and advancing Tanzania’s higher education sub-sector in accordance with national development priorities and regional integration frameworks.

He noted that the Board would work closely with the Commission’s Secretariat to reinforce internal quality assurance systems, support institutional compliance, and foster responsible growth within the higher education sub-sector.

“Our task is not merely administrative,” Prof. Maboko remarked. “It is a strategic responsibility to ensure that university education in Tanzania remains credible, competitive and responsive to national and global demands.”

The inauguration of the new Board signals a renewed commitment to advancing academic standards, strengthening institutional governance, and reinforcing public confidence in university education. As TCU approaches significant milestones in its institutional journey, the leadership of the newly appointed Board is expected to play a pivotal role in shaping the future direction of higher education in the country.

The inauguration ceremony was preceded by a workshop for TCU Commissioners held on 5 and 6 March 2026. The workshop provided a strategic platform to assess the state of university education in the country and to benchmark Tanzania’s higher education system against selected regional frameworks.

The discussions showcased Tanzania’s higher education regulatory framework and the role of TCU, alongside regional perspectives from the South African Qualifications Authority (SAQA), the Commission for University Education (CUE) of Kenya, and the Higher Education Commission (HEC) of Mauritius. Key topics included institutional accreditation, programme approval, qualifications recognition, admissions coordination, and quality assurance mechanisms, all aimed at strengthening policy coherence, regulatory clarity and system efficiency in Tanzania.
